Modest increase for foreign worker quota in tourism
The newsletter reports Ministry for Employment and Human Resource Planning meetings on employment policy and non-Seychellois worker quotas. It describes the 2 October meeting and continuing post-by-post applications, with the Ministry asking employers to explain why proposed candidates cannot be hired. The numeric slides remain in the original PDF; no quota percentage is inferred here.
Education and localisation
SHTA reiterates its proposals for tourism studies from P4, a fit-for-purpose professional centre with a hybrid training model, and suitably skilled Seychellois graduates ready for tourism careers. It argues that meaningful localisation requires an effective education pathway rather than denied GOPs, and describes a possible seven-to-ten-year horizon if the proposals are implemented. This is an advocacy position, not a guaranteed outcome.
30 October launch reminder
The issue reminds members about the planned 30 October 2026 website and Strategic Plan launch and acknowledges ISPC’s reception support. This is part of the dated newsletter record.

Courtesy visit to the Minister of Finance
Shamita Palit led a small delegation to meet Minister Pierre Laporte on 5 October. The discussion covered the four strategic pillars, business resilience, air access and markets, shipping connections and Seychelles’ potential as a film location. The Minister requested the plan and supported its main pillars in conversation; the report does not establish implementation commitments.
